In the early days, railways in Japan were run by the government with a special budget. JNR was established in 1949 as a public corporation with an independent accounting system to achieve more efficient management. Some 40 years later in 1987, JNR was privatized to enable more flexi-ble management and the railway operation division was divided into 6 passenger railway companies and one freight railway company. The transport volume of the privatized JR Group companies has steadily increased in the subsequent years with improved business results, prompting many countries to request guidance from JR for their own railway privatization programs.
